Learn to play Puppynu Vector One

I came acrossed this game called Atama wo Kitaete Asobu Taisen Yajirushi Puzzle: Puppynu Vector One, and I was puzzled by how to play it. Finally I got the clue from the original web site, and learnt how to play it. The point is: how come the game itself doesn't comes with a tutorial?
